The shirring foot allow you to gently gather your fabric, similar to the gathering foot.
However, with the double shirring foot you can gather one fabric while sewing to a second fabric - at the same time. Place your fabric to be shirred/gathered under the shirring foot. Place your other fabric, wrong side up into the slit of the shirring foot.
As you sew, one fabric gathers and is sewn onto the second.
The newer reproduction double shirring foot works just the same as the vintage - at a much lower cost.
